APERTURAOPENING
There is a phrase that vanished from official vocabulary, and almost nobody noticed. In 2008, as markets collapsed, policymakers admitted in private — and sometimes on camera — that the system was sinking. Banks failing live on air, governments improvising rescues every weekend. Since then there has been a pandemic that paralyzed the planet, a war in Europe with its energy shock, and the 2023 collapse of several US regional banks and a Swiss institution with 167 years of history. Two decades ago, any single one of those episodes would have been enough to trigger a global depression. And yet, here we are: nothing has gone under.
The official phrase now is different: "we have the tools." And it is true, they do. What no press conference explains is what those tools are made of and, above all, who pays the bill each time they are used. Because someone always pays. The charge is simply designed, with considerable skill, so that it never shows up on any receipt.
Emergency financial management has objectively improved. Silicon Valley Bank went from favored lender to seized institution in 48 hours in March 2023, and by that same weekend a mechanism was already deployed to ensure no depositor lost a dollar. Credit Suisse was wound down over a single weekend. Compared with the three-year agony of 2008–2012, the speed of response belongs to another league entirely.
The interesting question is not whether the tools work — they do. It is what they cost, and why that cost never enters public debate. An acute shock has a date and a culprit: governments fall, a banker faces a judge, if only for the photo. Whatever has replaced the acute shock has neither.

The first tool is the oldest and the most elegant: make everyone hold more money while that money is worth less and less. The paycheck rises, the price of housing rises, the account has more zeros than five years ago. It feels like progress. But measure the salary in grocery baskets, or in years of income needed to buy the home one's parents bought, and the mirage dissolves. In Spain, real wages have barely moved in three decades while nominal wages kept climbing.
Nothing has been taken that can be pointed at directly. Simply, what one holds now buys less. Nobody discovered this by revelation — John Maynard Keynes described it in 1919, in "The Economic Consequences of the Peace." He argued that through a continuous process of inflation, governments could confiscate an important part of their citizens' wealth secretly and unobserved.
A century later, the phrase remains an exact technical description, with one difference: there is now real-time data to calibrate the dose of that poison. Through 2021 and 2022, for eighteen months of official communiqués, inflation was "transitory" while it climbed to double digits across much of Europe.
There is no evidence that central banks caused that inflation on purpose, and this file does not claim otherwise. What is a legitimate subject of technical debate is whether, once the fire was visible, putting it out took longer than necessary because the smoke — the erosion of the real value of public debt — happened to suit the state's accounts. Not starting the fire is one thing; watching it with the hoses switched off is another.

The nominal illusion has a second turn of the screw that gets talked about even less. Personal income tax is progressive: higher income, higher brackets and rates. That design makes sense if the brackets are updated with inflation. When they are not, something perverse happens: the paycheck rises 3% to offset prices rising 3%, real purchasing power improves not at all, yet that purely nominal increase pushes the taxpayer into a higher bracket. In technical jargon this is called "cold progressivity" (fiscal drag), and it is a tax increase that has never passed through any parliament.
In Spain, the state income-tax scale has been frozen since 2015: eleven years with cumulative inflation above 12% in the most recent cycle alone. The government itself acknowledged to the European Commission, in its Annual Progress Report, that it collected an extra €2.294 billion in 2025 simply by not adjusting that scale — split almost evenly between central government and the regions. Spain's independent fiscal authority, AIReF, separately estimates that between 2024 and 2031 this lack of adjustment will contribute roughly €15.9 billion to the government's planned revenue measures.
The aggregate result is a historic revenue record — €325.356 billion in 2025 — and a deficit down to 2.18% of GDP, without a single vote explaining it. France does have a legal mechanism that automatically adjusts brackets to inflation; Spain, among other countries, does not. Frédéric Bastiat wrote in 1848 that the state is the great fiction through which everyone endeavors to live at everyone else's expense, and he also left the tool for analyzing this exact case: distinguishing what is seen from what is not seen. What is seen is the record revenue celebrated at a press conference. What is not seen is that a relevant share of those historic highs is, by the tax administration's own technical staff's account, a pure effect of inflation on tax bases, not a management achievement.

So far, two forms of silent impoverishment: inflation and frozen taxation. But that mechanism, to keep working, needs a partner with a balance sheet large enough to absorb all the debt the state keeps issuing. And this very week, Brussels has made room for it.
As the Financial Times reported in mid-July 2026, the European Commission is preparing a proposal to limit national supervisors' ability to require extra capital from banks (so-called Pillar 2 add-ons) tied to the leverage ratio. The official framing speaks of simplifying a redundant regulatory framework and of competitiveness against the US and the UK.
Under risk-weighted capital rules, a country's own sovereign debt carries a zero risk weight: a bank can buy it without it consuming regulatory capital, almost as if it did not exist on the balance sheet. The only rule that puts a real ceiling on that appetite is the leverage ratio, which measures capital against total assets without asking about risk. It is, literally, the only thing stopping a bank from gorging on government debt. Loosening that rule clears balance-sheet room for exactly that paper.
There is no need to speculate about intentions, because the United States has already done it and put it in writing. The reform of the enhanced supplementary leverage ratio for large US banks (the so-called eSLR) was finalized by the Federal Reserve in November 2025 and took effect on April 1, 2026. The Fed's official argument is that the rule had become the binding constraint instead of the emergency buffer it was meant to be, and that this discouraged Treasury market intermediation. Fed Governor Stephen Miran went further, publicly lamenting that the reform did not go all the way to excluding Treasuries and reserves outright from the ratio's calculation. The Bank of England, for its part, has announced an equivalent easing of its own leverage ratio for UK banks.

The reformed eSLR takes effect in the United States.
The Bank of England announces an equivalent leverage-ratio easing for UK banks.
The Financial Times reports the European Commission will propose limiting leverage-ratio capital add-ons (Pillar 2).
Three jurisdictions — Europe, the UK, and the US — the same rule, the same three-year window. The word "coincidence" starts to strain against that suit.
Three central banks easing the same rule in the same three-year window may reflect a genuine technical consensus about the flaws of the post-2008 Basel framework — as its defenders, including supervisors within the ECB itself, argue — or a convergence of interests between treasuries that need a buyer and banks that need room. This file cannot prove which explanation carries more weight in each case; both are compatible with the same facts.
Nadie coacciona a nadie. What is verifiable is what banks gain from this design: zero risk-weighting on sovereign debt, remuneration on reserves parked at the central bank — many billions of euros in public money between 2022 and 2024 in exchange for essentially nothing — and now, on top of that, more room to leverage. Nobody coerces anybody. The state needs a captive buyer for a decade of rising issuance, and the bank needs an asset with regulatory privilege. In biology, this is called symbiosis.

1945: el manual original1945: the original manual
To understand where this design comes from, one has to go back to 1945. At the end of the Second World War, the United States emerged from the conflict with public debt above 100% of GDP; the United Kingdom, above 200%. Figures we would today associate with a country's imminent bankruptcy. Three decades later, those debts had fallen to perfectly manageable levels, with no default and no productivity miracle that could explain it all on its own.
The answer to how they did it has a name: Carmen M. Reinhart and M. Belen Sbrancia, the economists who in 2011 published, through the NBER, the paper that formally coined that mechanism "financial repression." The recipe consisted of keeping real interest rates negative for years — with inflation running above what the debt paid — while regulation ensured that banks and domestic savers had no choice but to keep buying that paper as it lost value.
It was, in Reinhart and Sbrancia's own account, a silent haircut paid by savers without anyone signing a default. Applying that template to 2026 invites an obvious objection: central banks raised nominal rates to 4.5% or higher after the 2021–2022 inflation surge. But the real rate — net of inflation — stayed near zero or negative for much of the cycle. And there is a more decisive technical detail: debt had been refinanced at long maturities during the era of free money. The average maturity of Spanish public debt is around eight years, so a rate hike takes nearly a decade to fully pass through to the interest bill, while inflation erodes the outstanding balance from day one. That is why Spain's debt-to-GDP ratio has fallen in recent years without a single euro of real fiscal adjustment: the denominator fell, inflated by nominal GDP.
CONTRAPUNTOCOUNTERPOINT
¿Conspiración o táctica?Conspiracy or tactics?
Here it is worth being precise, because this is the point where many analyses derail into conspiracy and lose all the credibility they had built. There does not appear to be a plan: there is no room with twenty people designing a decade-long impoverishment. Overrating the system's actors would, if anything, be a mistake symmetrical to underrating them.
What exists instead is something more prosaic and harder to fight: tactics. Every actor, at every fork, picks the least painful exit for Tuesday morning. The government that does not adjust income-tax brackets avoids the headline of forgoing billions in revenue. The supervisor who loosens the leverage ratio is responding to simultaneous pressure from an industry and a treasury that need the same thing. The sum of these short-term decisions produces an outcome that looks designed without anyone having designed it — and it works precisely because of that: there is no culprit to point to, no document to leak. The system adapts in real time for its own benefit, without consulting the citizen.
That there is no plan does not mean there is no awareness. Academia has explained it in footnotes, and there is a telling sign that those who administer the system know it perfectly well.
EL INDICIOTHE TELL
Quien administra el sistema se cubre contra el sistemaWhoever runs the system is hedging against it
In 2025 the pace eased to 863 tonnes, according to the World Gold Council, but stayed well above the previous decade's average. And by the end of 2025, according to the European Central Bank itself, gold overtook US Treasury bonds as the world's top reserve asset by value: 27% of global official reserves, versus 22% in US Treasury debt.
The institutions that issue sovereign debt and supervise banks are choosing, as their own reserve, the only monetary asset that is nobody's liability. The ECB attributes this shift mainly to geopolitical diversification after the freezing of Russian reserves in 2022, not to a deliberate distrust of their own system, and that is the more plausible official explanation. But the coincidence between those relaxing capital rules on sovereign debt and those accumulating the one asset that does not depend on that debt is, at minimum, suggestive. This file cannot establish causation between the two phenomena; it presents them as what they are — two verified facts that coexist in time.
And the European deposit-insurance scheme meant to protect ordinary savers, EDIS, has been stalled since 2015 without reaching its full stage: the European Parliament unblocked, in 2024, after nearly a decade of paralysis, only its first phase — a mere liquidity mechanism between national guarantee funds, not a full unified European fund.
Lo que sí puedes hacerWhat you actually can do
This file is not selling recipes, and it is worth being wary of anyone who sells them with that excuse. But there is a defense that costs no money and that almost nobody exercises: changing the unit of measurement. Stop counting one's progress in nominal euros and start counting it in what those euros buy. Look at the effective average income-tax rate from five years ago and compare it with today's. The nominal illusion only works on those who do not look at it directly: the moment you do, it loses much of its power over your decisions.
The system has learned to manage crises so they do not hurt all at once. There will probably be no classic large-scale crisis unless something exceptionally serious happens. That does not fix the mechanism described in this file, but it completely changes each person's position within it. In an environment designed so that nobody looks closely, looking is, in itself, already a great deal. The judgment, as always, belongs to the reader.
